நன்கு ஆராய்ந்து தெளிந்த பிறகு ஒருவரிடம் நம்பிக்கை வைக்க வேண்டும் ஆராய்ந்து பாராமல் யாரையும் நம்பிவிடக் கூடாது

Trust no man whom you have not fully tried,
When tested, in his prudence proved confide

Explanation
Let (a king) choose no one without previous consideration; after he has made his choice, let him unhesitatingly select for each such duties as are appropriate
